Purpose

The Howard League is the oldest penal reform charity in the UK.   It was established in 1866 and is named after John Howard, one of the first prison reformers.  The Howard League is entirely independent of government and is wholly funded by voluntary donations.

The Howard League works for humane and rational reform of the penal system.  We research and comment on criminal justice policy and practice, holding conferences and debates, publishing books and reports.  We also run projects in schools and prisons.
